Reasons for abnormal corrosion on the pump chamber surface

Gentlemen, an ordinary centrifugal pump used for treating seawater. It runs for a few hours per month. The surface of the open part of the pump chamber is completely red; it’s likely due to an anti-corrosion coating or water rust. Could the expert explain what’s causing that dark stain on the vertical line on the right side of the mouth ring? It feels normal to the touch and isn’t easy to rub off; could it also be a special anti-corrosion coating? ? Was it still a problem with poor control of the processing techniques during overall anti-corrosion treatment?
What material is the pump made of? 316L or duplex steel; a coating is unlikely.
