I would like to ask my colleagues: for a flow rate of 1.5–2.5 m3/h, with atmospheric pressure at the inlet and a discharge pressure of around 11 MPaG, along with a temperature of about 8°C, and the fluid being clean water, what type of pump would be suitable for such low flow rates but high head requirements? In the past, we used reciprocating pumps, but they did not perform very well (excessive vibration, leakage, high maintenance failure rates). We have not used diaphragm pumps yet, so we are not sure if they would be better.
For the pump selection issue of low flow rate and high head that you described, multi-stage centrifugal pumps or high-pressure diaphragm pumps could be considered. Multi-stage centrifugal pumps perform stably in applications requiring low flow rates and high head, exhibit minimal vibration, and are relatively easy to maintain. High-pressure diaphragm pumps, on the other hand, have advantages in ensuring no leaks and transporting clean media, making them suitable for your application scenario as well. It is recommended that you make your choice based on actual working conditions and budget, and consult with professional pump manufacturers to ensure that the selected model meets technical requirements as well as ensures stability during long-term operation. .
Multi-stage centrifugal pumps should be quite useful!

A gear pump will work, as well as a centrifugal pump; adding a return pipe can be used to regulate the flow rate
Multi-stage centrifugal pumps can be given priority, as they are technologically mature and easy to maintain
Gear pumps or multi-stage centrifugal pumps are recommended; diaphragm pumps also generate pulses
At these flow rates and head values, a centrifugal pump cannot be used – the head is too high while the flow rate is too low. If a return flow is designed, it could be 20 times the flow rate required!
If using clean water, a multi-stage centrifugal pump can be chosen
