The Alxa Development Zone is a key base for the development of the fine chemical industry in Inner Mongolia. At present, the photoinitiator and thiol-based compound production projects of Inner Mongolia Yangfan New Materials Co., Ltd., as well as the food additive production project of Inner Mongolia Zhengwei Fine Chemicals Co., Ltd., the Xintaihua Technology project in Inner Mongolia, and the Shijie Chemicals project are all being advanced at a rapid pace. According to Wang Xinli, general manager of Inner Mongolia Yangfan New Materials Co., Ltd., the company’s project commenced in July. There are 7 product-related projects in the first phase, all of which are scheduled to be completed and put into operation by next July. At present, the main construction work is expected to be finished around April 2019. Once the entire project is completed, sales are expected to reach around 1.5 billion, taxes will be approximately 360-400 million, and it is estimated that 400-500 local workers will be employed as a result.

According to the Inner Mongolia Chemical Industry WeChat official account, Inner Mongolia Yangfan New Materials Co., Ltd. is the first wholly-owned subsidiary in which Yangfan New Materials has made an investment after its listing; 1 billion yuan is planned to be invested in two phases to develop a range of products based on photoinitiators and thiol-based compounds. This project consists of 6 products in 2 series. Among them, phenthol and anisothiol products in the category of pharmaceutical and pesticide intermediates hold a 60% market share in the international market. The other 4 products belong to the photoinitiator series and are used in inks, coatings, UV adhesives, etc. Photoinitiators are primarily used in photopolymerizable materials and are present in various aspects of daily life, while thiol compound series are currently mainly used as intermediates in the manufacture of pharmaceuticals and pesticides. Thanks to its independent R&D team and advantages in the upstream and downstream product chains, with photoinitiators being its core products, the company exports 70%-80% of its output, thus holding a certain level of influence on the global market.
At the food additives project of Inner Mongolia Zhengwei Fine Chemicals Co., Ltd., civil construction and equipment installation are being carried out simultaneously, and the storage tanks in the product storage area are also being installed at full speed. Xia Yuanshin, general manager of Inner Mongolia Zhengwei Fine Chemicals Co., Ltd., told the Inner Mongolia Chemicals WeChat official account that as of now, the company has invested over 40 million yuan and completed 60% of the equipment installation. The food additives project includes three products: 100,000 tons per year of food-grade hydrochloric acid, 50,000 tons per year of food-grade sulfuric acid, and 30,000 tons per year of food-grade sodium hypochlorite. The project is scheduled to begin operations in March 2019; once operational, it is expected to generate revenue of over 100 million yuan and taxes of around 15 million yuan. The second phase of this project is scheduled to begin construction in August next year. This phase will involve the use of chemical by-products from the industrial park for more refined processing, thereby extending the industrial chain.
Inner Mongolia Xintaihua Technology Co., Ltd. plans to invest 2 billion yuan to build new facilities for the production of 15,000 tons per year of diaminotoluene, 15,000 tons per year of benzotriazole, and 15,000 tons per year of **triazole. The construction of these facilities is being accelerated, and once completed, they will become the largest, most diversified, and most specialized high-tech enterprise in the industry focused on the separation of diaminotoluene monomers and the development of derivatives. Diaminotoluene monomer is an irreplaceable and important material molecule, widely used in fields such as daily life, agriculture, electronics, cosmetics, integrated circuits, and the automotive industry. Currently, the nitro reduction method is used to produce diaminetotoluene monomer, but this process involves high costs, large amounts of wastewater generation, and severe pollution. Moreover, most of the diaminetotoluene monomer used in China is imported, which results in high costs and significantly hinders the promotion and application of downstream products, thereby restricting the development of related industries. The project under construction this time employs a process technology for extracting diaminotoluene monomer from hazardous waste, which not only addresses environmental pollution issues but also transforms waste into valuable resources. This technology has yielded 5 patents for clean separation technologies; the quality of its products is at a high-purity level, far exceeding relevant standards and the requirements of international clients, thereby filling existing technical gaps both domestically and internationally.
Inner Mongolia Shijie Chemical Co., Ltd. adheres closely to the strategic goal of \"becoming a supplier of pesticide active ingredients for the global market,\" and is primarily engaged in the research, development, production, and sales of highly effective and low-toxicity pesticides as well as their intermediates. The first phase of the project, which has begun construction, is scheduled to require an investment of 1.29 billion yuan. It will primarily produce 10,000 tons per year of mesotrione and 3,000 tons per year of propynofuzone; once operational, it is expected to generate sales revenue of 3.7 billion yuan and tax revenues of 200 million yuan. Alfentrazone and propynofuzone are readily degradable in the environment; they are pesticide intermediates and novel herbicides. A responsible official from the Alxa Development Zone said that after years of development, the Alxa Economic Development Zone now has a fairly complete industrial chain in coal chemistry, salt chemistry, and fine chemicals. At the same time, it continues to expand industrial projects across the upstream, midstream, and downstream stages; enterprises involved in these projects are connected through upstream and downstream products as well as by-products, thus forming a closely interconnected network of material and industrial chains. This approach has enabled the implementation of a circular economy model, resulting in no smoke from boilers and no leakage of waste gases.
