Article 18 of the Production Safety Law: The principal person in charge of a production and business unit shall have the following responsibilities for the unit’s production safety work: (1) Establish and improve the unit’s production safety responsibility system ; (2) Organize the formulation of the unit’s production safety rules and operating procedures ; (3) Organize the formulation and implementation of the unit’s safety production education and training plan ; (4) Ensure the effective implementation of the unit’s safety investment ; (5) Supervise and inspect the unit’s production safety work and promptly eliminate hidden dangers of production safety accidents ; (6) Organize the formulation and implementation of the unit’s emergency rescue plan for production safety accidents ; (7) Report production safety accidents promptly and truthfully.
1. Establish and improve the safety production responsibility system of your unit. 3. Organize systems and implement safety production education and training plans for the unit. The safety production education and training plan of a production and operation unit is based on the safety production status, job characteristics, and personnel structure, and specifically stipulates the overall arrangement of safety production education and training for unit leaders, functional department heads, workshop directors, team leaders, safety production management personnel, special operations personnel, and other employees, including funding guarantees, education and training content, and organizational and implementation measures. Employees are not only the objects of protection in safe production, but also the decisive factor in ensuring safe production. Employees with high safety qualities and skills are the prerequisite for ensuring the safe conduct of production and business activities. The safety production education and training plan is an important guarantee for specifically implementing the education and training tasks for employees, ensuring the quality of education and training, and improving the safety quality and safe operation skills of employees. Production safety education and training is a systematic project, involving multiple departments in charge of personnel training, finance and labor, safety management, business supervisors, etc., as well as the arrangement of people, finances, and materials. In practice, arranging personnel to participate in safety production education and training is often the most difficult to handle and coordinate. 4. Ensure the unit’s investment in safety production is effectively implemented. The capital investment of production and operation units is generally decided by the main person in charge, which can be said to be "in control of the power". Under the conditions of market economy, the main persons in charge of production and operation units often pay more attention to economic benefits, believing that investment in safety production will affect economic benefits, or they have a fluke mentality and do not want or are unwilling to invest too much in safety. The so-called "accident hazards" refer to various natural or perceived factors that may cause accidents in production facilities, equipment, and safety management systems of production and operation units, including unsafe conditions of objects, unsafe behaviors of people, and management defects. Hidden dangers are the root cause of accidents. If the hidden dangers are not eliminated, the accident will be difficult to solve. The main person in charge of a production and business operation unit shall regularly supervise and inspect the unit's production safety work, promptly solve problems discovered during inspections, and eliminate existing hidden dangers of production safety accidents in a timely manner.

The emergency response plan for production safety accidents plays an important role in preventing the expansion of the accident, quickly rescuing the victims, and minimizing losses as much as possible. It is a systematic project involving many aspects of work. It requires the main person in charge of the production and operation unit to organize the formulation and implementation. 7. Report production safety accidents promptly and truthfully. If a production safety accident occurs, report it to the relevant departments in a timely manner. This can enable the relevant departments to promptly cooperate with the production and operation units to carry out rescue operations, prevent the accident from expanding, reduce casualties and losses, truthfully grasp the situation of the accident, and disclose relevant accident information to the society in accordance with regulations. ; On the other hand, it is also helpful for relevant departments to investigate and handle the accident, analyze the cause of the accident, deal with the relevant responsible personnel, and propose preventive measures.
