It boasts one of the few natural deep-water harbors in the country suitable for building 300,000-ton class docks, and it is one of the seven major petrochemical industry bases in the country. Liu Xiangdong, General Manager of Fujian Refining & Chemical Co., Ltd. and Vice Chairman of Gulei Petrochemical Co., Ltd., said that the full completion and operation of the Gulei refining and chemical integration project hold great practical significance and far-reaching impacts for Sinopec in establishing an industrial structure based on \"one core, two wings, and three innovations,\" as well as in exploring new paths for the integrated development and mutual benefit of the petrochemical industries across the Taiwan Strait. In 2016, Fujian Refining & Chemical Co., Ltd. and the Taiwanese-funded company Xuteng Investment Co., Ltd. each held 50% of the shares in a joint venture, which led to the establishment of Fujian Gulei Petrochemical Co., Ltd. This company invested in the development of a integrated refining and chemical complex in the Gulei Industrial Zone. The first phase of the project involves an investment of 27.8 billion yuan, and it is the largest petrochemical industry project resulting from cross-strait joint cooperation. Since the start of the project’s construction, it has received significant attention from Sinopec Group, the Fujian Provincial Party Committee and Government, as well as the Zhangzhou Municipal Party Committee and Government. The progress of the project has been facilitated by the careful guidance and strong support provided by Fujian Refining and the Taiwanese shareholders.
