This is the first 10-million-ton oil pipeline put into operation during the "14th Five-Year Plan" period. It is of great significance to improving the energy supply structure in central and eastern my country, especially Henan Province. The Ripu-Luo Pipeline Project starts from Rizhao City, Shandong Province in the east and ends at Luoyang City, Henan Province. It has a total length of 796 kilometers and a pipe diameter of 762 mm. The designed annual oil transportation capacity is 10 million tons. It mainly transports imported crude oil from Rizhao and serves petrochemical enterprises in Henan Province. Before the pipeline was put into operation, millions of tons of crude oil had to be transported by train every year. After being put into production, all the crude oil required by users can be transported by pipeline. Compared with railway transportation, pipeline transportation has low energy consumption, small losses, is safer and more environmentally friendly, and can effectively reduce transportation costs.

The pipeline spans Shandong and Henan provinces, starting from the Rizhao Oil Transmission Station in Lanshan Port Area, Rizhao City, Shandong Province, passing through 10 cities and 33 counties and districts in Rizhao, Linyi, Tai'an, Jining, Heze, Puyang, Anyang, Xinxiang, Jiaozuo and Luoyang, and ending at the Luoyang Crude Oil Commercial Reserve Base. The total length of the pipeline is 796 kilometers (462 kilometers in Shandong and 334 kilometers in Henan), with a pipe diameter of φ762 mm and a designed transportation capacity of 10 million tons per year. The total investment approved for the feasibility study of the project is 4.939 billion yuan.

Key and difficult points such as the overhead laying of oil and gas public pipe corridors in Rizhao City and the crossing of the Yellow River were completed. The pipeline was fully completed on October 17 this year.
