On July 6, 2023, the official website of Shaanxi Yulin Energy Group released the first environmental impact assessment announcement of the 1 million tons/year high-end chemicals and new materials project, providing suggestions and opinions on the project construction content to all sectors of society. This project is a key "chain extension and chain strengthening" project of Yuneng Group and Yulin City's energy and chemical industry. It has a planned total investment of 9.68 billion yuan, covers an area of 1,500 acres, and is located in Yushen Industrial Park. The project is firmly anchored in the "double carbon" goal and aims to promote the high-end, diversified and low-carbon development of the coal chemical industry. After the project is completed and put into operation, the products will be diversified and directly target the terminal market and fill the gap in the western market. The project is scheduled to start construction in June 2023. 1. Construction content: 400,000 tons/year DMTA plant, 200,000 tons/year ethylene oxide plant, 200,000 tons/year polyether water-reducing agent monomer, 400,000 tons/year polycarboxylate water-reducing agent plant, 250,000 tons/year hydrogen peroxide plant (discounted 2 7.5% concentration), 100,000 tons/year propylene oxide unit, 80,000 tons/year acrylic acid unit, 120,000 tons/year butyl acrylate unit, 400,000 tons/year acrylic emulsion unit and supporting public auxiliary equipment. Construction period: Construction is planned to start in June 2023 and completed by the end of December 2025, with a construction period of 31 months. 2. Project historical trends On May 6, 2023, project supervision service procurement bidding announcement was announced. On April 21, 2023, the bidding plan for the basic design and procurement of the main device of the project was released. On January 12, 2023, the project's overall design kickoff meeting was held at China Tianchen Engineering Company. On December 13, 2022, the overall design and procurement bidding for the project will be held. On December 20, 2022, the project environmental impact assessment report preparation and related service project winning bids were announced.
