On March 10, the social stability risk assessment report for Shandong Dongming Petrochemical Group Co., Ltd.’s 15 million tons per year integrated refining and chemical processing project was made public. Construction Location: Dongming Petrochemical Industrial Park, Dongming County, Heze City, Shandong Province. 4. Nature of construction: New construction. 5. Total project investment and funding: The total investment for the project is 73.8 billion yuan, to be fully covered by the project owner through its own funds. 6. Project construction content and scale: The project covers an area of approximately 587 hectares. The main facilities to be built include a vacuum distillation unit with a capacity of 15 million tons per year, an ethylene plant with a capacity of 1.6 million tons per year, a p-xylene plant with a capacity of 2.2 million tons per year, along with 36 supporting downstream units. The project focuses on the production of high-end petrochemical products, while also producing clean fuels. The project includes the construction of a steam cracking unit for ethylene production, which provides large-scale and competitive raw materials for the manufacture of advanced chemical materials and specialty chemicals downstream. Chemical plants for producing EVA, PO/SM, ABS, FDPE, UHMWPE, m-PP, EPOE, and other products are also established to manufacture high-value chemical products. In January 2025, the work report of the Shandong Provincial Government called for vigorous promotion of new-type industrialization. Integrate and establish 18 iconic industrial chains and 66 key industrial chains. Transform and upgrade traditional industries, and accelerate equipment renewal and technological upgrades. Advance the Lu You and Lu Lian projects of Qilu Petrochemical with high standards, strive for the approval and implementation of projects such as the integration of refining and chemical processing at Dongming Petrochemical and the upstream and downstream facilities at Dongying Port, and accelerate the preliminary work for projects like Dongjiakou Refining and Chemical Processing.
