Pre-acceptance of the Jingbian natural gas storage for peak shaving and associated LNG project

On March 28, the refining and chemical company conducted a pre-acceptance inspection of the Jingbian natural gas storage and peak-shaving project along with its associated LNG facilities. Natural Gas Co., Ltd., the project construction command team of Yanchang Refining & Chemical Company, Beiyou Engineering, as well as units responsible for construction, testing, surveying, and supervision, along with relevant professional technicians, participated in the pre-acceptance process. During the pre-acceptance process, comprehensive and systematic inspections and evaluations were carried out through on-site inspections and review of documents, focusing on items that required rectification to enable the device to be tested, items that did not affect the testing process, procedural matters, and the transfer of project documents; ultimately, pre-acceptance opinions were formulated. Subsequently, a pre-acceptance meeting was held. After comprehensive and thorough analysis, it was determined that the project had completed all the construction work as specified in the design, that the construction quality met the relevant standard requirements, and that all documentation was properly organized. It is reported that the project commenced construction on August 8, 2023, and it took 505 days to complete the construction tasks. It is divided into three phases, with the completion of the public and auxiliary works scheduled for December 15, 2023 ； November 28, 2024: Handover of the process unit completed ； On December 25, 2024, handover of the tank farm was completed. This pre-acceptance process marks the onset of the commissioning phase for the Jingbian natural gas storage and peak-shaving project, along with its associated LNG facilities. Taking this pre-acceptance as an opportunity, the Beiyou Project Team will further address any shortcomings and refine the details, in order to deliver a satisfactory result to the client.
The Jingbian Natural Gas Storage for Peak Shaving and Associated LNG Project is located in the Energy and Chemical Industry Park of the Economic Development Zone in Jingbian County, Yulin City, covering an area of 31.26 hectares. It is one of the key livelihood projects under Shaanxi Province’s 14th Five-Year Plan. The project is designed to produce 400,000 tons of liquefied natural gas per year. The two refrigerant compressor motors used in this single test have a single-unit power of up to 13,000 kilowatts, with a voltage level of 10,000 volts; they are the core components of the project’s refrigeration system. The scope of this single test includes the installation and commissioning of 13 10-kilovolt switchgear units, the installation and commissioning of 11 10-kilovolt frequency conversion cabinets, the laying of 1,665 meters of 10-kilovolt high-voltage cables, testing of 6 high-voltage cables, the fabrication and installation of 12 high-voltage cable terminations, the inspection, wiring, and commissioning of 2 refrigerant compressor motors, as well as the installation and commissioning of 2 control panels. To ensure the smooth progress of the testing work, the project team, upholding the corporate spirit, completed all preparatory tasks in advance, including motor tests, circuit inspections, and simulation tests. They also organized safety briefings and developed emergency response plans. During the testing phase, the team worked together with all relevant parties, followed the plan strictly, and monitored key parameters throughout the process. After 120 minutes of operation without load, the equipment’s performance met all technical specifications, demonstrating the company’s expertise in the installation and commissioning of mechanical and electrical equipment. Upon completion, the project will become the largest natural gas storage facility in the Yulin area and the main emergency natural gas reserve in the Jingbian area, holding great significance for improving the regional energy security level.
