On October 9, 2025, the Shaanxi Provincial Department of Ecology and Environment issued a announcement regarding its decision on the approval of the environmental impact assessment documents for the epoxy resin integrated project (Phase I) of Shaanxi Yueneng New Materials Co., Ltd. Project Overview: Yulin New Materials Co., Ltd. plans to build an integrated epoxy resin production facility (Phase I) in the Jinjie Industrial Park in Yulin City, Shaanxi Province. The main facilities to be constructed include an 800,000-ton/year DMTP plant, a 100,000-ton/year chloropropene plant, a 100,000-ton/year epichlorohydrin plant, a 200,000-ton/year hydrogen peroxide plant, a 300,000-ton/year isopropylbenzene plant, a 350,000-ton/year phenol plant, a 240,000-ton/year bisphenol A plant, a 250,000-ton/year epoxy resin plant, a 50,000-ton/year EPDM rubber plant, a 100,000-ton/year POE plant, a 100,000-ton/year plant for the comprehensive utilization of waste salts, as well as thermal power plants and other supporting facilities. The total investment for the project is 1,320,000 million yuan, of which the amount invested in environmental protection measures is approximately 507,500 million yuan, accounting for 3.84% of the total investment. The construction of the 100,000 tons per year epoxy resin integrated project (Phase I) is an important step taken by this group to develop a fine chemical industry cluster worth hundreds of billions of yuan, one that features close vertical integration, deep horizontal connections, green and low-carbon practices, and efficient coordinated operation. It will not only further improve the group’s industrial ecosystem and enhance its core competitive advantages, but it will also open up new paths for the clean and efficient use of coal in China, contributing to the industry’s green transformation and high-quality development.
