Public Notice on the Revised Application for Approval of the Zhonghua Chemical Wuhuan Xiangyun New Materials Project 2025-11-03 14:20:15 Recently, the Environmental Protection Department of Huanggang City issued a notice regarding the revised application for approval of the environmental impact assessment for the Zhonghua Chemical Wuhuan Xiangyun Phosphorus-Fluorine New Materials Project. The details of the project are as follows: In order to further reduce pollutant emissions and improve the comprehensive utilization of resources, changes have been made during the construction of this project; the scale of some facilities has been adjusted, the sequence of construction has changed, certain production processes have been altered, and the layout plans as well as the scale of auxiliary facilities have also changed. As a result, it is necessary to submit a new application for an environmental impact assessment. The construction is to be approved again and carried out in two phases. Phase 1 of the construction includes 2×15,000 tons per year of anhydrous hydrogen fluoride production facilities (including 2×7,500 tons per year of units for the comprehensive utilization of fluorosilicate slag), 10,000 tons per year of electronic-grade hydrofluoric acid production facilities, and 2,000 tons per year of ultra-high molecular weight phosphorus polymer production facilities. Phase 2 includes 2×15,000 tons per year of anhydrous hydrogen fluoride production facilities (with an additional 2×7,500 tons per year of units for the comprehensive utilization of fluorosilicate slag), 10,000 tons per year of electronic-grade hydrofluoric acid, 10,000 tons per year of lithium bis(fluorosulfonylimide), 6,000 tons per year of electronic-grade ammonium fluoride, 50,000 tons per year of potassium fluoride, and 30,000 tons per year of ultra-high molecular weight phosphorus polymers. Project background: The total planned investment for this project is approximately 3.93 billion yuan. In June 2023, approval was obtained from the Huanggang Municipal Ecology and Environment Bureau, which authorized the construction of a facility capable of producing 50,000 tons per year of ultra-high molecular weight phosphorus polymers, 2 facilities capable of producing 30,000 tons per year each of anhydrous hydrogen fluoride, 2 facilities capable of producing 10,000 tons per year each of electronic-grade hydrofluoric acid, a facility capable of producing 6,000 tons per year of electronic-grade ammonium fluoride, a facility capable of producing 10,000 tons per year of lithium bis(fluorosulfonylimide), and (1+4) facilities capable of producing potassium fluoride at various capacities. The project is constructed in two phases; Phase 1 includes a 20,000-ton/year ultra-high molecular weight phosphorus polymer plant, a 30,000-ton/year anhydrous hydrogen fluoride plant, a 10,000-ton/year electronic-grade hydrofluoric acid plant, a 10,000-ton/year lithium bisfluorosulfonylimide plant, and a 10,000-ton/year potassium fluoride plant. Phase 2 includes a 30,000-ton/year ultra-high molecular weight phosphorus polymer plant, a 30,000-ton/year anhydrous hydrogen fluoride plant, a 10,000-ton/year electronic-grade hydrofluoric acid plant, a 0.6000-ton/year electronic-grade ammonium fluoride plant, and a 40,000-ton/year potassium fluoride plant.
