On November 30, good news came from Sinopec Yizheng Chemical Fibers New Materials (Ningxia) Co., Ltd., which is part of both China Petrochemical’s and Ningxia’s key project initiatives. The construction of the main structural components for the first phase of this project, which aims to produce 8,000 tons of specialty fibers per year, has been successfully completed, and the Liran production facility has now entered the equipment installation stage. This is a crucial step for Yizheng Chemical Fiber in responding to the call for the development of the western region, in establishing a production and R&D base for specialty fibers in China’s petrochemical industry, and in advancing the strategic plan for building such bases. It is also an essential step toward promoting the green development of the specialty fiber industry and improving the high-performance industrial chain. Transformation and upgrading of strategic layout: In February this year, Sinopec Yizheng Chemical Fiber New Materials (Ningxia) Co., Ltd. was officially established, with a registered capital of 490 million yuan. The project is located in the Modern Coal Chemical Industry Zone of the Ningdong area, with a total investment of 5 billion yuan and an area of 950 mu. Adhering to the principle of planning once and implementing in phases, the project will be constructed in two stages in an orderly manner. Phase 1 is scheduled to be completed and put into operation in March 2027, featuring production facilities capable of manufacturing 4,000 tons per year of ultra-high molecular weight polyethylene fibers and 4,000 tons per year of para-aramid ; Phase 2 plans to build production facilities with an annual output of 8,000 tons of para-aramid and 4,000 tons of kevlar. On March 15, field geological surveys were initiated for the project to produce 8,000 tons of specialty fibers per year; by May, land grading on a site covering 230,000 square meters had been completed. The rapid pace of progress, from the signing of the investment agreement to the start of construction, is truly impressive. On May 18, the special fiber project and the new materials and chemicals project of Sinopec commenced construction at the Ningdong facility. At the inauguration ceremony, it was noted that Yizheng Chemical Fiber Company is responsible for these projects, and the technologies used involve proprietary intellectual property; the maturity of these processes is at an internationally leading level. Upon completion of the project, a dual-driven industrial structure based on para-aramid and ultra-high molecular weight polyethylene fibers will be established, thereby injecting new momentum into the development of a special fiber industry cluster worth tens of billions in value in the northwest region. This strategic layout fully demonstrates Yizheng Chemical Fiber’s ambition and forward-thinking approach in the field of specialty fibers, laying a solid foundation for the company’s long-term development in this sector. The advantages of the site selection become evident; over the course of about 5 years spent on locating the project, the Yizheng Chemical Fibers team conducted numerous on-site investigations, and ultimately chose Ningxia as the location after taking various factors into consideration. On the one hand, Ningxia has a significant advantage in terms of energy costs. Industrial electricity and steam prices are low here, as are the costs of bulk chemical raw materials and labor costs. For ultra-high molecular weight polyethylene fibers and para-aramid, which require large amounts of electricity and labor for production, establishing manufacturing facilities in Ningxia helps to reduce production costs and enhance market competitiveness. On the other hand, the business environment at the Ningdong base is favorable. The efficient services and professional guidance provided by government departments have created a favorable and convenient environment for businesses to develop, offering solid support for the smooth progress of projects and the long-term growth of enterprises. In early November 2025, the Engineering Department of Sinopec organized a on-site progress meeting, giving high praise to the overall project progress management as well as safety and quality control. The Safety and Quality Supervision Station of Ningdong Industrial Park also conducted multiple inspections and provided guidance at the project site; the progress of the special fiber project clearly demonstrates the excellent work ethic of Sinopec’s enterprises in Jiangsu. Efficiently advancing cooperation for mutual benefit: On June 28, the foundation digging for the factory building of the project aimed at producing 8,000 tons of specialty fibers per year began, and all parties involved in the project promptly activated the \"fast track\" for construction work. The Yihua project team established a temporary party branch with Shi Yunhu, general manager of Sinopec Yizheng Chemical Fiber New Materials (Ningxia) Co., Ltd., as its secretary. Together with the construction workers, they overcame the challenges posed by the arid climate in the northwest, intense sunlight in summer, low temperatures and strong winds in winter, as well as various other difficulties. They addressed the geological issues related to collapsible loam in a timely manner, and through teamwork and hard work, the control building was completed on October 1st ; On October 29, the roof was completed on Building C of Qianfang ; On the 30th, the topping out was completed for the Aggregation Building and Building B of the front spinning facility... By mid-November, the concrete structure topping out had been finished for all 24 buildings in the complex. The completed construction area amounts to 97,000 square meters (with a permitted building area of 15,300 square meters); 590,000 cubic meters of earthwork and stone work were handled, 57,000 cubic meters of concrete was used, 38,000 square meters of roads were built, and 4.8 kilometers of underground pipelines were installed. The investment in this construction project amounted to approximately 240 million yuan. Thus, the construction goals set by the company for the \"Year of Civil Engineering Construction 2025\" were successfully achieved ahead of schedule, and the project has now entered the phase of installing internal equipment. It took only half a year from the signing of the investment agreement to the start of construction; all approval procedures, including the integration of multiple evaluations, were completed efficiently and in compliance with regulations, enabling the rapid implementation of the project. Behind this speed lies the round-the-clock high-quality service and professional guidance provided by the departments of Ningxia and the Ningdong Energy and Chemical Industry Base, which have offered solid support for project construction and subsequent operational activities. The successful progress of this project will strongly boost the development of Ningxia’s high-performance fiber industry cluster. Driven by green development technologies, Yizheng Chemical Fibers has, through years of relentless effort and continuous improvements to its processes and equipment as well as efforts to reduce energy consumption, achieved significant results in product development, market expansion, and the advancement of various applications. The existing 3,300 tons per year Lyocell production line is operating at full capacity and steadily. To date, 200 different products have been developed across seven categories, including cut-resistant, bulletproof materials, colored fibers, and low-creep cables, laying the foundation for further development and expansion of the specialty fiber business. Yizheng Chemical Fibers’ project in Ningxia, which aims to produce 8,000 tons of special fibers per year, is part of the efforts to encourage the rapid development of strategic emerging industries. It utilizes process technologies with independent intellectual property rights, enabling the production of aramid fibers with zero emissions and through recycling.
