Basic Overview of the Project 1. Basic Information Project developer: Guangxi Liangjingjing Synthetic Materials Co., Ltd. Construction site: Jin Gu area within the Qinzhou Petrochemical Industrial Park, Qinzhou Port Area of the China (Guangxi) Pilot Free Trade Zone. The site covers an area of 184 mu (122,931.36 square meters) and is designated as Class III industrial land, with a land use term of 50 years. Total investment amount: approximately 1 billion yuan, with a construction period from the second quarter of 2026 to the first quarter of 2029. Date of land approval: The bidding, auction, and listing process for the land was completed on December 19, 2025. 2. The total capacity of the core production capacity and production line setup is 450,000 tons per year. The three product lines are well-defined: 110,000 tons per year for lithium battery binders – including a production line for 50,000 tons of PAA acrylic anode binders and a production line for 60,000 tons of SBR anode binders. These binders are essential auxiliary materials for power batteries and energy storage batteries. Synthetic latex production capacity: 320,000 tons per year – comprising 200,000 tons of carboxylated styrene-butadiene SBR latex and 100,000 tons of nitrile NBR latex. These products are used in the papermaking, artificial turf, textile, coatings, and footwear industries. 20,000 tons/year of PVDC resin and latex: 20,000 tons of PVDC resin + 20,000 tons of PVDC latex, used for high-barrier packaging in the food and pharmaceutical industries, as well as sealing materials for military applications. Complementary auxiliary facilities such as public utilities, warehousing, environmental protection treatment, and office and living spaces are also built. 3. Approval progress milestone: January 15, 2026: The draft environmental impact assessment report is made publicly available online. January 30, 2026: Public selection for intermediary services related to the EIA report. March 24, 2026: The China-Malaysia Qinzhou Industrial Park accepts the environmental impact assessment report. April 8–14, 2026: Public display of the environmental impact assessment report; formal approval for the environmental assessment is obtained, and the preparatory phase prior to commencement of work begins. II. Progress of the bidding process1. Bidding categories completed
At present, only the public bidding/intermediary selection for preliminary technical services has been completed: The service for preparing the environmental impact report was selected through a competitive process via the Guangxi Government Intermediary Market. The winning bidder is Guangxi Boyu Ecological Environment Co., Ltd.; the selection process was finalized in January 2026 ; The auction of land is part of the public tender process carried out by the land administration department, and the results of the auction were made public in December 2025. 2. Bidding sections not yet launched: No announcements have been issued for bids on major projects such as general contracting for civil construction, steel structure engineering, procurement and installation of process equipment, pipeline engineering, electrical automation systems, environmental protection equipment, supervision services, survey and design work, and fire protection engineering. The company plans to initiate the construction work and public bidding for equipment procurement in phases, once the environmental impact assessment, planning permits, and construction permits have been obtained; it is likely that public bidding will be used to select specialized firms in the field of petrochemical and chemical engineering construction. III. Current status and planned arrangements for construction
1. Current phase: The land rights have been confirmed, and the environmental impact assessment has been officially approved. The project is currently in the stage of preparing construction drawings, submitting planning applications, and completing construction-related procedures; no civil construction work has yet commenced. 2. Planned schedule: Second quarter of 2026: Commence land leveling, earthwork, and construction of perimeter walls and temporary facilities. Mid-to-late stage progress: Sequentially carry out factory building construction, steel structure erection, and equipment foundation pouring ; Phased installation of chemical plant equipment, pipeline laying, and supporting utilities for water, electricity, and HVAC. 2028–2029: System commissioning, environmental protection acceptance, and trial production will be gradually implemented. 3. Key challenges in construction: explosion protection and corrosion prevention for chemical plants in petrochemical parks, construction of sealed pipelines, and installation of environmental protection facilities for the storage of hazardous chemicals ; The project will be carried out by a professional team qualified for general contracting of petrochemical engineering projects, in strict compliance with the safety and environmental protection standards of the Qinzhou Petrochemical Industrial Park. IV. Significance of the Project Construction
1. Importance in strengthening the new energy industry chain
The establishment of large-scale production capacity for lithium battery SBR and PAA binders effectively fills the gap in the large-scale supply of key materials for lithium batteries in the Southwest region. This reduces the procurement and logistics costs for power battery manufacturers, facilitates the formation of a new energy power battery industry cluster in Guangxi, and promotes the coordinated development of upstream and downstream industries related to energy storage and new energy vehicles. 2. The significance of upgrading the fine chemicals industry: The integrated production of 320,000 tons of synthetic latex and high-end PVDC high-barrier resins helps to address the shortcomings in terms of high-end synthetic materials within the Guangxi Petrochemical Industrial Park. It allows for the replacement of some imported latex and packaging resin products, thereby increasing the added value of regional chemical products and facilitating the transformation of Qinzhou’s petrochemical industry from basic petrochemical raw materials to high-value fine chemicals. 3. Boosting local economy and employment: Substantial fixed-asset investments have, over the long term, driven growth in tax revenues from Qinzhou’s port-related industries. During the construction phase, they have created jobs in the civil engineering, installation, and building materials sectors. After operations commence, they provide a steady supply of technical, production, and operation/maintenance positions. These investments also help to optimize the layout of the new materials industry within the China-Malaysia Qinzhou Industrial Park, thereby enhancing the competitiveness of the petrochemical industry along the Beibu Gulf in Guangxi. 4. Industrial agglomeration effect: By leveraging the logistical advantages of Qinzhou Port as well as the availability of petrochemical raw materials, an integrated industrial cluster comprising lithium battery materials, synthetic latex, and high-barrier packaging materials has been established. This attracts downstream battery manufacturers, packaging companies, and papermaking firms to settle in the area, thereby improving the regional circular industry chain and strengthening Guangxi’s industrial foundation for exporting new materials to ASEAN countries.
