On February 5, the list of candidates shortlisted for the procurement of propylene refrigeration compressors for the industrial demonstration project of polyolefin elastomers (POR) at Shaanxi Shanmei Xiechuangda New Materials Co., Ltd. was made public. Winner of the bid: Chongqing General Industry (Group) Co., Ltd. On February 5, the list of candidates shortlisted for the procurement of monomer recovery compressors for the industrial demonstration project of polyolefin elastomers (POR) at Shaanxi Shanneng Xiechuangda New Materials Co., Ltd. was made public. Successful bidder: Shenyang Blower Group Reciprocating Machinery Co., Ltd. The industrial demonstration project for polyolefin elastomers (POR) carried out by Shaanxi Shanmei Xiechuangda New Materials Co., Ltd. involves the procurement of six sets of equipment with long lead times; these include monomer recovery compressors, polymerization vapor compression units, propylene refrigeration compressors, as well as complete sets of equipment for post-treatment, packaging, and stacking, complete sets of equipment for weighing and compacting after treatment, and complete sets of equipment for dehydration and drying after treatment. Except for the secondary bidding for the monomer recovery compressor and the propylene refrigeration compressor, the results for the remaining items have been announced.
The industrial demonstration project for polyolefin elastomers (POR) is located within the Weibei Coal Chemical Industrial Park, in Pucheng County, Weinan City, Shaanxi Province. The project was registered with the Weinan Administrative Approval and Service Bureau on July 4, 2025, under project code 2507-610526-04-01-113143. The construction includes the main production facilities for manufacturing polyolefin elastomers (POR) at a capacity of 35,000 tons per year on a dry basis. The auxiliary production facilities comprise a circulating water station, substation, integrated pump station, heat exchange station, vehicle unloading station, wastewater treatment plant, incinerator, fire protection system, RTO system, liquid storage tanks, post-treatment and packaging workshops, as well as finished product warehouses. The funds for the tendered project come from the company’s own resources, with a contribution rate of 100%. The project is undertaken by Shaanxi Shanmei Xiechuangda New Materials Co., Ltd., with a total investment of 1,319.67 million yuan. The production facility area and related infrastructure cover an area of 196.354 mu, which is equivalent to 130,903 m2 in total. Shaanxi Shanmei Xiechuangda New Materials Co., Ltd. (formerly Pucheng Shanmei Technology Research Institute Industrial Demonstration Base Co., Ltd.) was established in March 2021, and was renamed Shaanxi Shanmei Xiechuangda New Materials Co., Ltd. in June 2025. With a registered capital of 592.9513 million yuan, the company is located in the Weibei Coal Chemical Industry Park in Shaanxi Province. It was established with joint investment from Pucheng Clean Energy Chemical Co., Ltd. and Shaanxi Coal Technology Research Institute. Utilizing proprietary patented technologies from the latter, the company is building an industrial demonstration project for polyolefin elastomers (POR) with an annual production capacity of 35,000 tons; construction is scheduled to begin at the beginning of 2026. The polyolefin elastomer (POR) technology uses ethylene as the main raw material along with special catalysts, breaking away from the traditional notion that polyethylene could only be used as a plastic; it enables the creation of new polyethylene materials with rubber-like properties for the first time. This technology has been validated through industrial tests on a scale of hundreds of tons, and a process package for demonstration projects on a scale of ten thousand tons has now been developed. The POR products manufactured using this technology have been recognized by key downstream customers as new types of materials. They can serve as a viable alternative to ethylene propylene diene monomer rubber, offering superior properties such as resistance to high-temperature aging and tearing; as a result, they can be widely used in various industries including construction, metallurgy, rail transport, automotive manufacturing, and industrial production
