On March 5, an open competitive bidding process was conducted for the consulting services related to the feasibility study of the Dalian Petrochemical (Xizhongdao) integrated refining and chemical processing project. Conduct a feasibility study on the construction conditions for integrated refining and chemical projects and prepare a report, including an analysis of the project’s construction conditions and supporting factors ； An analysis is conducted on the progress of the preliminary work for the project; based on an assessment of the development environment and relevant policies, targeted recommendations are provided for project construction. Guidance and suggestions regarding preliminary project plans are offered, and support is provided in carrying out the feasibility studies for integrated refining and chemical projects, thereby helping to ensure that the project meets the required standards and is ready for construction. Key projects to be promoted in Dalian in 2026: CNPC Dalian Petrochemical (Xizhongdao) Integrated Refining and Chemicals Project. Basic information: The project is located in the Changxing Island Economic Zone, with a total investment of nearly 70 billion yuan. It involves the construction of a chemical-type refinery with an annual capacity of 10 million tons, as well as facilities for producing 1.2 million tons of ethylene per year and for the comprehensive utilization of downstream low-carbon olefins. Additionally, oil storage and transportation systems, utility facilities, auxiliary equipment, and off-site infrastructure will be built as part of this project. Project progress: The conversion of reserves to plans is currently in progress. The project will include the construction of a chemical-type refinery with an annual capacity of 10 million tons (utilizing some of the existing process units and equipment at Dalian Petrochemical), a facility for the production of 1.2 million tons of ethylene and other low-carbon olefins derived from it, as well as systems for oil storage and transportation, utility services, and auxiliary facilities. The project will build a refinery with an annual capacity of 10 million tons, an ethylene plant with an annual capacity of 1.2 million tons, as well as associated downstream chemical processing facilities. Downstream products include 1 set of PP plants with an annual capacity of 400,000 tons, 2 sets of FDPE plants with an annual capacity of 450,000 tons each, 1 set of LDPE plant with an annual capacity of 300,000 tons, 1 set of POE plant with an annual capacity of 200,000 tons, and 1 set of CHPPO plant with an annual capacity of 300,000 tons. The refining and chemical integration project of Dalian Petrochemical Company of China National Petroleum Corporation (Xizhongdao) is the first large-scale case of a refining and chemical enterprise being relocated and rebuilt in China. With a total investment of 68.5 billion yuan, construction is scheduled to begin in 2026.
