On March 16, Shaanxi Yueneng New Materials Co., Ltd. issued an important procurement notice for the epoxy resin integration project (Phase I). The bidding process for the highly anticipated 100,000 tons per year polyolefin elastomer (POE) plant degassing system is set to begin, with the bidding date expected to be March 18. The scope of this tender is the procurement of two sets of complete equipment for removing volatile impurities such as heptane solvent and ethylene from POE products, so as to ensure that the quality of the POE products meets market requirements. The main equipment includes key devices such as a three-stage devolatilizer, inter-stage heat exchangers, melt gear pumps, and high-pressure angle valves. This system is a core technical component in POE production equipment, and it has a direct impact on the quality of the final product as well as its market competitiveness. Project Overview: The epoxy resin integrated project (Phase I) of Shaanxi Yueneng New Materials Co., Ltd. is located in the High-Tech Industrial Development Zone of Shenmu City, Shaanxi Province, with a total investment of 1,320,000 million yuan. The project plans to establish a complete industrial chain for large-scale new chemical materials, with the main facilities including: • 800,000 tons per year methanol-to-propylene complex • 100,000 tons per year chloropropene plant • 100,000 tons per year epichlorohydrin plant • 200,000 tons per year hydrogen peroxide plant • 350,000 tons per year phenol-acetone plant (including 300,000 tons per year isopropylbenzene) • 240,000 tons per year bisphenol A plant • 250,000 tons per year epoxy resin plant • 100,000 tons per year high-salt wastewater treatment plant • 100,000 tons per year POE plant • 50,000 tons per year EPDM rubber plant • Along with the necessary utility and auxiliary systems. It is understood that the patented technology used in the 100,000 tons per year POE plant comes from Hangzhou Xingchuan New Materials Technology Co., Ltd. This will be the world’s first industrial production facility to manufacture polyolefin elastomers using only ethylene as a raw material. Unlike traditional POE production processes, the polyolefin elastomer process developed by Xingchuan New Materials utilizes globally pioneering technology; relevant invention patents were filed in China and the United States in 2018, ensuring a solid foundation in terms of technical expertise.
Project Progress: On January 10, 2025, a ceremony was held in Hangzhou to sign the contract for the process package of the 100,000 tons per year polyolefin elastomer production facility. The patented technology used comes from Hangzhou Xingchuan New Materials Technology Co., Ltd., marking the official confirmation of the project’s technical approach. On April 17, 2025, the shortlisted candidates for the foundation and detailed engineering design of the polyolefin elastomer plant were announced; Shanghai Hetu Engineering Co., Ltd. became the top candidate, laying the foundation for the subsequent design work of the plant. On December 16, 2025, the project reached a milestone: a ceremony was held on-site to sign the contracts for the plant’s water supply, drainage, and fire protection systems, marking the official transition of the project from the preliminary preparation stage to the actual construction phase. The bidding for the devolatilization system of this 100,000 tons per year POE plant represents an important step in the procurement of project equipment, indicating that the epoxy resin integration project is progressing steadily as planned, moving closer to its goal of completion and operation. With the successive bidding and procurement of core equipment, this large-scale new materials project is expected to inject new vitality into the domestic epoxy resin and polyolefin elastomer markets in the near future.
