1. Project to produce 1.5 million tons per year of new types of green building material admixtures, along with the construction of a dedicated port facility. Investor: Zhejiang Building Material Admixtures. Location: Jiaxing Port Area. Total investment: 4.5 billion yuan. Core objectives: To manufacture high-efficiency water reducers, retarders, air-entraining agents, and other new types of green building material admixtures; meanwhile, a specialized port will be built to support infrastructure development in the Yangtze River Delta region as well as the growth of the green building industry. 2. Zhejiang Saibenda New Materials: A project to produce 150,000 tons of surfactants and 100,000 tons of textile auxiliaries per year. Project owner: Zhejiang Saibenda New Materials. Location of construction: Shangyu District, Shaoxing City. Total investment: 2.8 billion yuan. Core objectives: To manufacture high-quality, environmentally friendly surfactants and textile printing and dyeing auxiliaries; these products feature low foam formation, easy degradation, and good cost-performance ratios, thereby contributing to the green and low-carbon transformation of the textile industry. 3. Project owner for Shaoxing Yingde Gas’ high-purity electronic specialty gases project: Yingde Gas. Location of construction: Shangyu District, Shaoxing City. Total investment: 1.9 billion yuan. Core objectives: To produce special gases such as high-purity ammonia, high-purity hydrogen chloride, and electronic-grade nitrous oxide, with purities reaching 6N–7N levels, to meet the needs of industries in electronics manufacturing such as semiconductors, display panels, and photovoltaics. 4. The Shaoxing Shangyu Donghu Chemical Microchannel Bioenzyme Green Manufacturing Project, with an annual production capacity of 30,000 tons of biosynthetic products. Project owner: Donghu Chemical. Location: Shangyu District, Shaoxing City. Total investment: 1.6 billion yuan. Core aspects of the project: Utilization of microchannel reaction and bioenzyme catalysis techniques to produce pharmaceutical intermediates, food additives, feed additives, etc.; the process is green and efficient, features high atom economy, and results in low emissions of waste substances. 5. Sika (Zhejiang): A project to produce 141,300 tons per year of high-performance, environmentally friendly adhesives and coatings. Project owner: Sika China. Location: Huzhou City. Total investment: 2.3 billion yuan. Core aspects of the project: Production of solvent-free, water-based, high-solid-content environmentally friendly adhesives and industrial coatings, which are used in industries such as automotive, rail transport, building decoration, and new energy, and comply with EU environmental standards. 6. Recycling of 100,000 tons per year of waste catalysts and 60,000 tons per year of hazardous waste. Project owner: Zhejiang Hazardous Waste Treatment. Location: Quzhou City. Total investment: 3.2 billion yuan. Core objectives: To professionally recycle and dispose of waste catalysts and hazardous waste from the petrochemical, chemical, and new energy industries, extract valuable metals such as platinum, palladium, nickel, and cobalt, and thereby achieve resource recycling as well as the harmless treatment of hazardous waste. Private refining and chemical companies drive the transition toward high-value products: Local leaders such as Rongsheng and Hengyi contribute over 70% of the investment needed for this development. By relying on refining and chemical complexes with a capacity of tens of millions of tons, they are able to create a complete value chain that spans from crude oil to basic chemical products and then to high-end new materials, thereby breaking away from the low-value-added model of traditional refining and chemical industries. Focused breakthroughs in key materials: The province has planned 12 projects related to core materials that have long relied on imports, such as adiponitrile, POE, COP, and specialty gases for electronics. Once all these projects are operational by 2028, the self-sufficiency rate of high-end chemical new materials in China will rise to over 65%. Green and low-carbon principles are applied throughout the entire industrial chain: all projects utilize the most advanced environmental protection technologies available in China, resulting in energy consumption per unit of output that is 20% lower than the industry average. At the same time, initiatives related to circular economy such as the use of bio-based materials and the recycling of waste catalysts are implemented, in order to create a model for a green petrochemical industry. In addition, there are multiple projects in Quzhou, Jinhua, Taizhou, Jiaxing and other places. The full implementation of these 101 major projects marks a new phase of high-quality development for Zhejiang’s green petrochemicals and new materials industries. It will play a key role in ensuring the security of industrial chains and supply chains, and help accelerate the growth of high-end new materials clusters in the Yangtze River Delta region.
