Acceptance of the 10,000 tons/year PVDF technical renovation project at Huoja Industrial Co., Ltd. in Changzhi City

On May 6, a public notice was issued regarding the environmental protection inspection upon completion of the 10,000-ton/year PVDF technology upgrade project carried out by Changzhi Huoja Industrial Co., Ltd.: Project name: 10,000-ton/year PVDF technology upgrade project of Changzhi Huoja Industrial Co., Ltd； Construction location: Within Plant 2 for resins, Huoja Industrial Co., Ltd., Hanshan Industrial Park, Xibaitu Town, Luzhou District, Changzhi City, Shanxi Province ； Project nature: Technical transformation ； Project investment: 598.66 million yuan ； Construction contents: Build 1 production facility for 18,000 tons per year of difluorochloroethane (R142b), 1 production facility for 11,000 tons per year of vinylidene fluoride (VDF), and 1 production facility for 10,000 tons per year of polyvinylidene fluoride (PVDF). Scope of acceptance: The specific scope of this acceptance includes the main production units, namely the 18,000 tons/year R142b production unit, the 11,000 tons/year VDF production unit, and the 10,000 tons/year PVDF production unit ； Construct supporting utility works and auxiliary production facilities such as liquefied hydrocarbon tank farms, acid-base tank areas, incineration units, and wastewater treatment facilities; this does not include the suspension polymerization process nor the corresponding pollution generation, discharge, and environmental protection facilities. Product change: In the environmental impact assessment, PVDF products are produced using emulsion polymerization and suspension polymerization processes. Due to market reasons, the suspension polymerization process was not utilized after it was built; if it needs to be used in the future, acceptance tests will be conducted for this process. The production volume of PVDF resin in emulsion suspension increased from 7,492 t/a as estimated in the environmental impact assessment to 10,000 t/a. Based on the production data recorded during the monitoring period, the designed production capacity is 12,667 t/a, representing an increase of 26.67% compared to the capacity specified in the environmental impact assessment. Construction overview: The project commenced construction in September 2024 and was completed in August 2025. The environmental impact assessment was approved on April 29, 2025, and an application for a pollution discharge permit was submitted on October 9, 2025. The project was finalized on March 12, 2026, with the production lines operating stably. All main structures and associated environmental protection facilities were completed and put into use, meeting the requirements for environmental compliance upon completion.
