Public announcement on the environmental impact assessment for CNOOC Huizhou C3 and C4 olefins pilot project

The 25th National \"Safety Production Month\" in 2026: Everyone should talk about safety and know how to handle emergencies; risks and hazards need to be identified and addressed. -------------- CNOOC Huizhou Petrochemical Co., Ltd. plans to invest in a pilot project for the production of butyrate and valerate via the carbonylation of C3/C4 olefins. The total investment amount is 18.9323 million yuan, with 270,000 yuan allocated to environmental protection measures. The project will make use of the vacant land located to the northeast of the decommissioned calcined coke facility, covering an area of approximately 490 square meters. The existing C3/C4 olefins from that facility will be used to produce methyl butyrate/methyl valerate through carbonylation. The designed production capacity of this pilot plant is 400 tons per year; during the testing period, the total output of methyl butyrate shall not exceed 105 tons, and that of methyl valerate shall also not exceed 105 tons. The pilot-scale products, methyl butyrate and methyl valerate, were handed over to CNOOC Changzhou Coatings and Chemicals Research Institute Co., Ltd. and the Qingdao Innovation Center of CNOOC Chemicals and New Materials Research Institute for further research and development. The construction of the pilot project does not change the production scale of the existing projects. From the perspective of the transformation and upgrading of China’s specialty chemical products as well as the strategic use of low-carbon olefin resources, developing a propylene carbonylation process with independent intellectual property rights can provide CNOOC’s downstream enterprises with a differentiated path for the development of specialty chemicals. It also offers an important route for these enterprises to enter the field of butanol synthesis, allowing them to overcome the challenges related to intellectual property in hydroformylation and enhancing CNOOC’s competitiveness in the butanol industry both domestically and internationally. At the same time, a new process for producing methyl valerate through butylene carbonyl esterification has been developed, providing technical support for CNOOC in its efforts to enter high-value oxide-based industries such as fragrances, cosmetics, food additives, and pharmaceutical intermediates.
