Basic information on the project: Constructor: Shaanxi Yueneng New Materials Co., Ltd. Construction location: Shenmu High-Tech Industrial Development Zone (Jinjie Industrial Park), Yulin City, Shaanxi Province, covering an area of approximately 1,588 mu. Approval and Investment: Project Code 2402-610821-04-01-510211 ; The total investment for the first phase is 13.2 billion yuan, of which 507.5 million yuan is allocated to environmental protection measures (accounting for 3.84%) ; The official environmental impact assessment approval from the Shaanxi Provincial Department of Ecology and Environment was obtained in October 2025. Official start of civil construction (key date: 2025.12.16): Work begins on the plant’s water supply, drainage, and fire protection piping systems. The project moves from the preliminary preparation phase to the actual civil construction stage, becoming the first utility project section to commence work. Status of construction in 2026: Earthwork backfilling at the factory site – The tender for the backfilling work in Area 3, involving 820,000 cubic meters of soil, has been issued; large-scale earthwork construction will commence within 2026 ; Construction on the foundations for the thermal power plant and tank farm is underway ; Phased commencement of pile foundations and ground works for various production units ; Core equipment is being produced and stocked sequentially; in accordance with the contract, it will be delivered in batches over 12 months to align with the on-site equipment installation schedule ; Temporary buildings, temporary water and electricity supply, construction barriers, and the supervisor’s office have all been put into use ; The project is currently in the peak phase of civil construction and the final stage of equipment ordering; construction is progressing steadily as planned. Significance of the ProjectStrategic industrial significance: The project establishes a domestically unique coal-based full industrial chain spanning coal → methanol → propylene → epichlorohydrin → bisphenol A → epoxy resin.
