Basic Information on the Project: The developer is Sinochem Donghua (Anhui) New Materials Co., Ltd., a wholly-owned subsidiary of Donghua Engineering Technology Co., Ltd.; it was established in December 2024. Construction location: Xinzhan Chemical Industrial Park, at the intersection of Tongbao Road and Zhucheng West Road, Xinzhan High-Tech Zone, Hefei City. Scale and Investment: Covering an area of 49.43 mu, with a building area of 13,000 square meters; the total investment for this project is estimated at around 303 million yuan ； A production line capable of manufacturing 200 tons per year of graphene powder via vapor synthesis method and 4,000 tons per year of graphene-based functional pastes has been established, along with supporting facilities such as preparation workshops, purification workshops, a comprehensive building, a circulating water station, and air compression nitrogen generation systems. Meanwhile, a joint innovation laboratory between Donghua Technology and the University of Science and Technology of China, as well as a platform for the transformation and incubation of graphene-related technologies, have been set up. Core technology: It adopts China’s first industrial-scale production process for graphene based on a gas-phase synthesis method with independent intellectual property rights, addressing the issues associated with traditional graphene production such as inconsistent quality, high costs, and difficulties in scaling up. This approach ensures high product consistency and significant cost advantages ； Among them, the graphene-based heavy-duty anti-corrosion coating has been included in the list of scientific and technological innovation achievements of central state-owned enterprises, and the project is on the initial list of the project to promote the application of such scientific and technological achievements by central state-owned enterprises. Project timeline: Construction will officially begin on December 9, 2025, with completion and operation scheduled for November 2026. The annual output value is estimated to be around 500 million yuan once full production is achieved. II. Progress of the bidding process 1. For the core EPC project under the general contracting framework, an open tender was held; the shortlisted candidates were announced in November 2025, and the winning bidder was determined on December 2: the consortium composed of Sinochem Donghua (Anhui) Engineering Technology Co., Ltd. and Donghua Engineering Technology Co., Ltd. won the bid, with Anhui Bidding Group acting as the tendering agent. 2. At the current stage, subcontracting and tendering for equipment and materials (as of June 2026): Negotiations for labor subcontracting in construction projects have been completed and the winners have been selected ； Intensive procurement of various items will be carried out from May to June 2026: ready-mixed concrete, embedded components, fire control cabinets, various types of valves, graphite heat exchangers, electrical instrumentation, labor subcontracting services, substation automation systems, industrial pumps, heating equipment, flow meters, and other equipment and materials will be acquired through competitive bidding or price quotation processes ； On June 16, a competitive bidding announcement was issued for the subcontracting of engineering labor services related to electrical instruments; the deadline for submissions was June 24. The overall tender process progressed in an orderly manner, following the sequence of first carrying out civil work, then mechanical and electrical installations, with equipment being delivered in batches. III. Current status of construction: Construction work will commence in full scale following the groundbreaking ceremony held on December 9, 2025 ； As of June 2026, the main structural works of the plant have been largely completed; the final stages of civil engineering work, masonry work, and outdoor facility construction are progressing steadily. The embedding of mechanical and electrical pipelines has been finished, while the installation of the core production equipment has not yet begun on a large scale. Overall, progress is being made in accordance with the schedule of completing equipment installation by the third quarter of 2026 and starting operations by November ； The subcontracting of construction labor has been put into practice, with regular work being carried out on civil engineering-related tasks and the construction of utility systems on site. IV. Significance of the Project Construction
1. Technical aspects: This project marks the first industrial implementation in China of the gas-phase synthesis method for graphene. It addresses the shortcoming of large-scale production of high-quality graphene, breaks through technical bottlenecks in the preparation of high-end carbon-based materials, significantly reduces the costs associated with large-scale application of graphene, and facilitates the transition of China’s graphene industry from laboratory research to large-scale industrial production. 2. At the industrial chain level, a complete industrial ecosystem for \"graphene preparation—R&D—validation—downstream applications\" in the Hefei area is being established. By integrating local industries such as new display technologies, new energy sources, and anti-corrosion coatings in Hefei, synergistic effects are created. This initiative has been recognized as an outstanding example of innovation in central state-owned enterprises’ industrial chains, thereby enhancing the autonomy and control over China’s carbon-based new material industrial chains and supply chains. 3. At the regional economic level, it helps to expand and improve the new materials industry cluster in Hefei Xinzhan High-Tech Zone, pushing toward the goal of creating a new materials industry cluster worth hundreds of billions. It facilitates the aggregation of industries related to high-end chemical equipment, fine chemicals, and the application of new materials, thereby fostering new forms of productive capacity in this field. 4. At the industrial demonstration level, as a model project for the commercialization of scientific and technological achievements by central state-owned enterprises, it can provide standardized models for processes, construction, and operation for similar graphene-based industrial projects across the country, thereby accelerating the widespread use of carbon-based high-performance materials in fields such as new energy, corrosion prevention, electronic information, and advanced manufacturing.
