In the installation of chemical engineering projects, should the cost of supervision and inspection for pressure vessels and pressure pipelines be borne by the owner or the contractor?
It should be the responsibility of the owner; the contractor is only responsible for the cost of quality inspection during the construction process, such as non-destructive testing.

Now, with the policy of streamlining administration and delegating powers, many of the inspection units that are authorized by administrative agencies do so for financial gain; they are usually affiliated institutions or enterprises under the Quality Supervision Bureau.
