Ethylene glycol for smoke exhaust vehicles

We are a coking plant; we used dust removal vehicles in the past, but last year they were modified into smoke guidance vehicles. To prevent fires, the hydraulic oil in these vehicles was replaced with water-ethylene glycol. During use, it was found that this fluid had deteriorated and turned milky white – could this be due to buying counterfeit products, or is there a problem with the equipment itself, perhaps with the solenoid valves?
Solenoids valves should be suitable for water-ethylene glycol media; emulsification in water-ethylene glycol generally occurs due to excessive temperature rise in the medium or the presence of impurities such as ordinary hydraulic oil.
