Registration for the Chemical Engineering major: Can the basic information and the specialized information be different?

For the basic exam in 2014, one had to register using a bachelor’s degree; can one register for the specialized exam using a master’s degree? Thank you

Do you think it’s better to apply for a bachelor’s degree or a master’s degree? Because if I apply with a bachelor’s degree, will it be discovered later that I didn’t have insurance or something like that? Thank you
