Do I need to consider their order when installing the instruments?

In some of our plant’s pipelines, there are flow meters, pressure gauges, thermometers, and control valves installed together. What should be the order of their installation? I had heard before that flow meters should be placed in front of control valves, but I found that in practice it’s not always the case. Is it necessary to install it this way?
