The provisions amended by Order No. 80 of the General Administration are inconsistent with the original regulations

When Order No. 80 of the General Administration amended Order No. 3, some provisions were inconsistent; for example, Article 5 of Order No. 80 revised the phrases “coal mines, non-coal mines, **chemicals, fireworks, etc.” in Article 11 and Paragraph 2 of Article 14 to “coal mines, non-coal mines, **chemicals, fireworks, metal smelting, etc.”, whereas Order No. 3 stipulates in Article 14 that “other employees in production units such as processing and manufacturing industries must receive safety training at three levels: the factory (mine), the workshop (section, area, team), and the work group, before taking up their posts.” 　　Production and operation units may provide safety training to other employees based on the nature of their work, to ensure that they possess the knowledge and skills necessary for safe operations and emergency response in their respective positions. ” Order No. 80: Article 6, Paragraph 2 is to be moved to Chapter 5 and made into Article 24 separately, with the text revised to read as follows: “The principal persons in charge and safety production management personnel of coal mines, non-coal mines, **chemicals, fireworks and firecrackers, metal smelting, and other production and business operations entities must pass an assessment of their safety production knowledge and management capabilities conducted by the safety production supervision and inspection authorities within 6 months from the date of taking up their positions.” Order No. 3: Article 24 Production and business operations entities shall establish and maintain safety training records for their employees, documenting in detail and accurately the results of such training and assessments.
