Section 6.1.4 of API610, version 11, mentions the concept of \"empty-stage impellers\". What does an air-stage impeller refer to? I’m asking for help from all the experts!

I have another question for the senior. Regarding the meaning specified in API610, I currently have two ways of understanding it: (1) If I use an impeller with no blades, then the head must increase by at least 5% ； (2) An additional impeller has been added to this empty-stage impeller, increasing the head by at least 5%. I think it should be the understanding in (2); leaving space for the impeller should not increase the head ； It is likely that the head increased after adding an impeller to the reserved empty stage. I’m not sure if my understanding is correct. Please give me some advice, senior!
