Regarding the qualifications of engineering consulting firms, the **National Development and Reform Commission has a System for the Recognition of Qualifications of Engineering Consulting Firms**, which classifies them into Grade A, Grade B, and Grade C. So, how are the types of consulting services that such firms can undertake categorized? Are there restrictions on project scale and investment, similar to those in the Ministry of Housing and Urban-Rural Development’s \"Standards for Engineering Design Qualifications\"?
The **NDRC Order No. 29, the Measures for the Qualification Assessment of Engineering Consulting Firms, does not specify any such distinctions; it seems that as long as the requirements of the industry are met, any firm can carry out such work.
In accordance with the **Regulations on the Administration of Qualifications for Consulting Firms** issued by the National Development and Reform Commission (Document No. 620 on Investment and Development): III. Regarding Article 7, Decree No. 29 does not specify the geographical scope and project scale within which consulting firms of different grades may operate. Therefore, consulting firms at all levels shall conduct their business in compliance with relevant regulations and the qualification requirements stipulated by clients.
So, what are these **relevant regulations**? ““The qualifications required by the client”? Some property owners are not aware of the actual requirements and insist on a \"Class A\" standard for everything, as if Class A were a solution to all problems.
