What type of contract format is more suitable?
This has nothing to do with whether there is a process package or not. When selecting a design institute, one can only compare those that are at the same level and in the same category; evaluation is carried out based on factors such as qualifications, capabilities, experience, human resources, and experience in similar projects. By discussing options with several institutions, one can obtain all the necessary information regarding technical requirements, performance guarantees, and evaluation criteria. Finally, the only thing left to consider is the commercial bid. It’s not a very complicated task.
This matter really has nothing to do with the process package. At this stage, you can choose one or more design institutes or engineering companies as consulting firms; regarding the process package, you can sign a human resource support contract with certain companies

The process package has not been determined, and there is no overall plan. Additionally, the time span from the preliminary design to EPC is long, and there are risks related to changes in the contract price for BEPC as well as the risk of contract breaches; therefore, it is necessary to reach agreements with the contractor regarding risk-sharing mechanisms (for changes, price increases, force majeure, etc.). It is not impossible to proceed with the project after such arrangements are in place.
