Questions regarding the distillation system

After the distillation system is started up, the temperature of the liquid coming out of the condenser (the temperature after heat exchange with the mother liquor) doesn’t rise; it remains around 53 degrees only. This increases steam consumption, as it used to be over 60 degrees. Has anyone encountered this issue? Analyze the reasons
Possible reasons: 1. The cooling water temperature of the condenser is low, and its flow rate and velocity are high. 2. The evaporation rate is reduced (not as high as before), and the heating speed is slow. 3. The packing resistance increases, and there may be some blockage. 4. The thermometer might be faulty, causing a temperature difference.
The heat transfer coefficient of the heat exchanger decreases due to scaling. .
