Removal of water and coke particles from oils with a density greater than that of water

The water in the heavy coal tar storage tank is on top; how can the water that is separated out be removed? Should a drain opening be created every 2 meters along the tank wall? I would appreciate guidance from those who are more experienced in this area. How should the coke particles at the bottom of heavy coal tar be disposed of? Discharging them into the sewer network will cause blockages.
The coked particles cannot be removed, so the tank needs to be cleaned regularly.
