Which systems require alkali cleaning?

For new installations, before commissioning, which types of installations still require alkali washing and acid washing? Does the filler need to be washed?
A refinery? We used to know that the amine-based desulfurization system involved alkali washing, but over the past 20-odd years, despite multiple expansions and upgrades to the facility, we have never carried out alkali washing. These days, I haven’t heard of any equipment requiring alkaline or acid cleaning.
It’s an amine solution system; is the purpose of alkaline cleaning to prevent foaming in the future? What is the typical concentration of the alkaline solution?
