Be fully responsible for the HSE activities of the unit, and implement the relevant national and local guidelines, policies, laws, and regulations regarding HSE, as well as the HSE management systems and rules established by the group company and the enterprise； Organize the formulation and implementation of HSE responsibilities for various positions within the unit, to ensure the enforcement of all higher-level HSE systems, regulations, and standards in this workshop. Strictly abide by the group company’s safety production prohibitions and the more detailed prohibitions set by the subsidiaries. 2. Responsible for organizing the formulation of the workshop’s HSE management assessment regulations, HSE implementation procedures, safety operation procedures, process standards, and safety maintenance construction plans. 3. Responsible for organizing HSE training and education for the employees of this workshop (including those on training assignments, temporary contract workers, and labor contractors), as well as external construction workers, and carrying out regular education on HSE concepts, knowledge, and skills ； Regularly organize technical training and assessments for job-related skills, guide and participate in team safety day activities, and encourage employees to actively engage in the HSE management of the workshop. 4. Responsible for submitting applications for special fire use, level-1 fire operations, and fixed fire points; approving safety permits for level-2 fire operations and work inside equipment; and organizing the implementation of safety protection measures. 5. Hold regular HSE management team meetings and HSE-specific meetings for this workshop to address promptly any issues arising in the implementation of HSE measures, and keep proper minutes of these meetings. 6. Organize various HSE activities, summarize and share HSE experiences, and commend and reward outstanding teams and individuals. 7. Responsible for establishing and improving the shift system for workshop managers, to ensure that there is always someone overseeing production and safety 24 hours a day. 9. Responsible for the HSE management of **chemicals at various stages such as use and disposal within the unit. 10. Responsible for organizing and implementing the safety management of special equipment such as pressure vessels, pressure pipelines, and cranes; formulating safety operating procedures for such equipment and ensuring their compliance. 11. Be responsible for the management of the unit’s vehicles and drivers, and prevent driving without a license or in violation of regulations. 12. Establish and improve HSE-related ledgers and records, and keep them permanently to enhance work traceability. 13. Responsible for organizing the establishment of emergency response procedures within the unit, formulating and implementing emergency plans, and ensuring that emergency supplies are available in sufficient quantities, in good condition, and ready for use 24/7. 14. Be responsible for accident management within the unit, report all types of accidents that occur there in a timely and accurate manner, handle such accidents in accordance with the principle of \"not letting anything go unaddressed,\" organize the implementation of higher-level decisions regarding accident handling and preventive measures, and establish and maintain proper records for accident management. 15. Do not give orders that violate regulations; one has the right to refuse such orders and to refuse to carry out work that involves risks. One should advise others against carrying out work in violation of regulations and stop them from doing so. In the event of an emergency that poses a direct threat to personal safety, one has the right to halt work or, after taking possible emergency measures, organize the people present to evacuate the work site.

Conduct thorough on-site inspections of safety production on a daily basis, and promptly address any potential accident hazards. Stop illegal operations; in emergency situations, those who refuse to heed warnings have the right to halt the work and immediately report the matter to management for handling. 6. Participate in the design review and completion inspection for the construction, expansion, and renovation of workshops ； Participate in the review of process modification and process condition change plans to ensure they meet safety and technical requirements. 7.
