Hello everyone. I would like to ask everyone: in accordance with legal and regulatory requirements, what qualifications, licenses, and other conditions should waste treatment suppliers for industrial waste (whether valuable or not) possess (such as their capabilities and compliance with environmental standards)? Our factory is new; it specializes in dismantling used electrical appliances and holds the necessary qualifications. There are mainly the following categories of general industrial waste: 1. Waste paper, scrap metal, waste plastic, and the like ； 2. Low-value items such as waste foam and waste bakelite ； 3. Waste liquid crystal glass (the black-colored part), waste dust (collected from exhaust gases), waste toner (generated from dismantling copiers), waste resin powder (obtained after breaking and sorting circuit boards, with copper powder and resin powder separated out), etc. – I’ve inquired about these, and they are considered not to be hazardous waste ； 4. Liquid waste such as used ink (generated when disassembling printers; it is believed not to be considered hazardous waste) ； Question: a. For the several types of general industrial waste mentioned above, what requirements should downstream treatment suppliers (those responsible only for recycling, resource utilization, or harmless treatment and disposal) meet respectively? What are the relevant regulatory provisions? It is certainly possible to send priceless or low-value items to industrial waste disposal sites, but the fees charged there are high. b. As per regulations, can priceless waste be handed over to suppliers that only act as recycling intermediaries (without resource utilization or harmless treatment)? c. The environmental impact assessment states that general solid waste should be handed over to waste management services for recycling, but I don’t think this is appropriate; at least a contract should be signed with the other company. What do you think? d. Domestic waste landfills are supposed to be able to accept some general industrial waste, but they said that approval from the urban management bureau is required.
