Can air cooling be used for duplex steel pipes?

As the title suggests, I’m facing a problem right now: there’s an order that involves double-phase steel fittings and steel pipes. The factory told me that performing water quenching immediately after heat treatment can lead to welding cracks in the future; therefore, they opt for air cooling or allowing the parts to sit for a while before carrying out water quenching. Is this approach advisable, and will it affect performance? Because I checked the American standards, and they all require water cooling or some other method of rapid cooling.
Is there no one to guide me? I’m stuck. . . .
