Help needed regarding the location of openings in the horizontal raw oil buffer tank

Are the locations of openings such as manhole vents and drainage ports on the buffer tank chosen arbitrarily? Are there any standards?
For horizontal buffer tanks, the manholes are usually located at the head; the venting ports are situated above the buffer tank. In vertical buffer tanks, the manholes are generally found on the cylinder body. It is advisable that the edge of the manhole surrounding the head be at least 300 mm wide, and the manhole should allow easy entry and exit for people. The height of the manhole is typically between 800 and 1200 mm; if it is too high, a platform needs to be added to facilitate operation, with the venting ports still located at the top of the equipment.
