Relationship between cooling rate and grain size

Hello everyone. Today I read that the difference between normalizing and annealing is that the cooling rate during normalizing is slightly faster than that during annealing, which means the microstructure resulting from normalizing is finer than that resulting from annealing. Is this statement valid?
That makes sense! If the cooling rate is high, fine equiaxed crystals cannot be formed; instead, columnar crystals are obtained.
Then doesn’t that sentence say the exact opposite?
