That’s a very interesting question. I think it should be: B) Close the vent valve, as this is more conducive to pressure balance between the two stages.
This topic is quite interesting, with an open answer. From the perspective of balancing both the tube side and the shell side, the results are clearly not very satisfactory, as one side is filled with a purging medium while the other side should contain air. To achieve balance, it is necessary to have sufficient pressure in the purging side in order to compress or expand either the tube side or the shell side, thereby enabling equal pressures to be established. Clearly, the purging medium does not require such high pressure. Personal opinion, for reference only
The main concern is the external pressure on the pipe train. If the shell side is purged and a high pressure is generated in it, it poses a risk to the tube bundle. So I consider using a pipe seal; when external pressure is applied, the pressure inside the pipe also increases slightly, thereby providing a certain balancing effect. This is probably slightly better than venting the tube to the atmosphere.
In that case, the purging condition should also be considered as a design condition for the heat exchanger, so that work can be carried out with confidence.
