Our factory has some reaction vessels, those with jackets; the interior of the vessel is at atmospheric pressure, while the medium inside the jacket is usually steam or brine. Do such containers qualify as pressure vessels?
Generally, pressure vessels are those with steam circulating in the jacket.
As long as the three elements of the fixed-volume regulation are met, it is a pressure vessel.
It depends on your process requirements: the jacket has steam and brine circulating in alternation. At the beginning of the reaction, steam is used to heat the jacket, while once the reaction is running properly, brine is used to remove heat from the jacket... If the time during which steam is used in the jacket is very short, it may not be necessary to treat it as a pressure vessel [Regulation 1.5(3)]; Otherwise, if the steam pressure in the jacket exceeds 0.1, it must be treated as a pressure vessel [following the principle of taking the higher value]

If steam is used in the jacket and the solid content regulations are met, it is considered a pressure vessel.

As long as the jacket is fed with steam, it generally constitutes a pressure vessel. I’m not sure which company manufactured your equipment; why wasn’t it built in accordance with the requirements?
In accordance with the fixed-volume regulations, when steam is flowing through the jacket and the pressure is 0.1 MPa or higher, it is subject to volume regulation requirements and is managed according to the highest category of its respective chambers; however, during design and manufacturing, it can be designed and manufactured separately for each chamber.
