The continuous flow of water in the water seal tank is intended to allow it to be re-sealed promptly after the water seal is broken. The return flow (to the tank) must have a liquid seal; otherwise, when the pipe flow is insufficient, the gas inside the tank will escape through it.
Another possibility is continuous flow of water; in this case, the pH level of the water will not become acidic, allowing it to be discharged directly.
Another function of continuous flow is to displace any impurities that may form in the water seal tank, such as organic phases.
