Regarding the insulating pads on the motor bearing housing

I would like to ask everyone: for the insulating pad used on the motor bearing housing to prevent shaft current, must it be installed on the non-driving end, or can it be installed on either the driving end or the non-driving end? ?
It is generally located on the non-drive side, and its function is mainly to interrupt the current path formed between the rotor and the housing while the motor is running, thereby protecting the bearing shells.
Why is it usually on the non-driving side? What are the considerations behind this?
