If the pump is matched to the piping configuration, your problem will not occur. Based on your situation, it might be that the pump inlet is not installed properly, there is a problem with the centrifugal pump impeller, or even the power supply connection is reversed. Of course, if the 40 cubic meters and 35-meter head requirements are not met, it can be replaced.
Based on the description, if the outlet pipe is not full, it means the flow rate is insufficient. The head should not need to be increased; a detailed calculation is still required~

Recalculate the head required for discharge, plus pipe losses. If the pressure head is insufficient, it can also result in a reduced flow rate or even no water output
