Issue of distance between buried tanks and roadsides

There are two buried tanks, one for xylene and the other for methanol, both with a capacity of 45 cubic meters. The engineer’s sketch indicated distances of 3 meters and 3.2 meters from the road edge. According to standard 50160-2008, clause 4.2.12 specifies a distance of 10 meters; half of that value, That is, 5 meters, is applied when the structure is buried underground. If 5m is used, the existing site cannot accommodate the project, as its area is only 8.6m*20m, while the size of the tank is 2.6*9m. Gas stations use a design in which the fuel tanks are located beneath the road surface; I wonder if this can be used in chemical plants as well.
For this estimate, it’s probably necessary to find a professional design agency!
It was drawn by the engineers from the design institute. But I don’t know what the basis is.
The requirement is 10 meters, then it’s buried underground, so that reduces it to 5 meters; the volume also decreases, by another 25%, and even with this calculation, we still end up with 3.75 meters. I don’t know how to figure it out – I don’t understand it either. They are professional designers, so there’s definitely no problem.
