How should scaffolders wear safety belts?

Scaffold workers are also required to wear safety belts as per regulations, but how can they avoid using the scaffolding at a height that is too low? I want to ask how everyone manages to do it?
1. They generally add one layer on top of another. 2. Generally, it is required that they first build the safest side by themselves, and then the others can build it. This can reduce the use of low-quality items for high-end purposes
In such cases, it’s already good enough if workers can be made to wear safety belts; it’s quite satisfactory if they at least manage to fasten them. As for requiring them to fasten them at a high position, I’ve never seen such a requirement applied to them.
I watched it on site many times but still didn’t understand it, so I don’t have any opinion to share. Crucially, our engineering and safety management departments probably do not understand this aspect; they only know how to determine whether something is qualified after it has been built.
