Clause 5.3.13 of SH/T3007-2014 states that the cleaning pipes for internal floating roof storage tanks, as well as the pipes for feeding combustible liquids with a temperature of 120°C or higher into the tanks, should be connected to the tanks from the tank top or the upper part of the tank body. Why is feeding from the top of the tank necessary in these two cases? ? Does the feed pipe of a fixed-roof scavenge tank not need to feed from the top of the tank?

The feed pipe extends from the top of the tank to the bottom; some of its ends have a straight cut, while others are fitted with a 90-degree elbow. In other words, for internal floating roof tanks, the cleaning pipe can only reach the bottom of the tank – no additional elbow can be used? Is there a difference between feeding from the top of the tank at temperatures above 120°C, feeding while it extends 200 units below the tank bottom, and feeding at a height of 300 units below the tank bottom? Boiling over will still occur when feeding from the top of the tank, right?
I just called the number given in the introduction; a staff member answered the phone. I asked him about this issue, and he said it was installed at the top to prevent boiling over. I asked if that didn’t mean it extended down to the bottom of the tank, and he replied it was there to prevent static electricity. Then he hung up the phone. But how can it prevent boiling over if it extends to the bottom of the tank? ?
