It will indeed be much harder. In fact, although participating in the evaluation does serve a certain regulatory purpose, since the first-level constructor qualification is related to the qualifications of project managers and involves interests, it is by no means as simple as a professional title assessment. For state-owned enterprises, it might just be a formality ; For private companies, there might be more steps required later on, such as using connections and similar things; it’s obvious that such things will definitely be necessary. A good idea must be based on an open and transparent evaluation process; otherwise, it only ends up causing hardship for the ordinary people.
