Article 9 of the Metrology Law: The metrology administrative departments of people’s governments at or above the county level shall enforce mandatory inspection on social public metrological standard instruments, the highest-level metrological standard instruments used by departments, enterprises, and institutions, as well as working metrological instruments that are included in the list for mandatory inspection and are used in areas such as trade settlement, safety protection, medical and health care, and environmental monitoring. It shall not be used if it has not been submitted for inspection as required or has failed the inspection. The catalog and management measures for working measuring instruments subject to mandatory verification shall be formulated by the State Council.

In accordance with the **Measurement Law** and relevant regulations on measurement management, when it is necessary to trace the value of measuring instruments, there are two methods for such tracing: verification and calibration. For measuring instruments that are subject to mandatory inspection, they must be tested by accredited testing institutions in strict accordance with the relevant testing procedures; for other instruments, the entity can choose the appropriate testing method based on its own circumstances, and the interval between tests can be longer than what is specified in the procedures. For those measuring instruments for which high precision is not required and that serve only for monitoring purposes, a one-time testing or calibration approach can be adopted, with replacement carried out when the instrument becomes damaged, without the need for regular testing or calibration. The former Ministry of Chemical Industry issued a regulation on the ABC classification management of measuring instruments, and many organizations still use this approach to classify and manage such instruments.
