Is it mandatory to install a safety valve on pressure vessels?
No, when a pressure increase may occur during the operation of the container, it should be equipped with a pressure relief device. Overpressure relief devices include safety valves, burst disc safety devices, and combined devices of safety valves and burst disc safety devices. So, an overpressure relief device is not necessary in every situation.
There is a standard, HG/T 20570.2-95, for the installation and selection of safety valves. Other standards also contain provisions related to safety valves, such as SH/T 3121-2000 Specification for Process Design of Refining Units.
