Difference between minimum design metal temperature and design temperature

Dear experts, what is the difference between the two? I previously designed a device for a client in Russia; the client required that all components of the device be able to function at temperatures as low as -43 degrees Celsius. Therefore, even with insulation in place, the MDMT value specified in the technical specifications was set at -43°C. The design temperature was taken as 93°C, which is the temperature of the medium used. All material requirements, as well as the design and manufacturing specifications, were based on those for low-temperature containers. Is that correct? Are there higher requirements? There is another related question: should the design temperature be written as -15/50? Is that correct, and why?
The design temperature can be expressed as -43/93°C, because it cannot be a range; it must be either the highest or the lowest value. When considering the ambient temperature for a device, values above zero and below zero may occur, and this is how such values are represented.
