Questions regarding the technical requirements for the tube sheet drawings

Recently, while reviewing the design drawings for heat exchangers, I noticed that the technical requirements in the part drawings for the tube sheet specified two conditions regarding the verticality of the tube sheet: 1. The sealing surface of the tube sheet must be perpendicular to the axis, with a verticality tolerance of 0.3 mm； 2. The pipe holes must be strictly perpendicular to the sealing surface of the tube sheet, with a perpendicularity tolerance of 0.05 mm. May I ask how this perpendicularity tolerance is determined? Is there any standard or specification that governs it? I would appreciate guidance from those with experience in this field. Thank you.
